物流标准化试点对制造业企业供应链韧性的影响研究

摘要:在加快建设全国统一大市场的背景下,标准化体系建设推动打造企业供应链韧性值得深入探讨。本文将2014年开始逐步实施的物流标准化试点政策视为一项产生外生冲击的准自然实验,利用2011—2023年沪深A股制造业上市公司与232个城市的面板数据,运用交双重差分模型实证评估了物流标准化对制造业企业供应链韧性的影响效应。研究发现,物流标准化能够提升制造业企业供应链韧性,经过内生性分析和稳健性检验后,该结论依旧保持不变。机制分析表明,物流标准化对企业供应链韧性的提升作用主要通过降低企业交易成本、缓解企业融资约束和促进企业市场规模扩张等路径来实现。异质性分析结果显示,物流标准化提升制造业企业供应链韧性的积极效果在高供应链效率企业、成熟期企业以及交通基础设施条件较好的城市、中心城市、较小规模城市、非资源型城市中更为明显。本文的研究为加快统一大市场建设以及利用物流标准化增强企业供应链韧性提供了政策参考。

Impact of Logistics Standardization Pilot on Supply Chain Resilience in Manufacturing Firms

Abstract: The logistics standardization system serves as an important institutional foundation for building a unified national market, and its development is widely regarded as a potential pathway to strengthening supply chain stability and security. The logistics standardization pilot policy, implemented in batches nationwide since 2014, represents a major institutional practice aimed at promoting standardization in the logistics sector. Therefore, investigating the driving force behind improved supply chain resilience in manufacturing firms from the perspective of logistics standardization holds significant theoretical and practical importance.

Based on standard economics theory, this paper treats the logistics standardization pilot policy gradually implemented since 2014 as a quasi-natural experiment. Using panel data from A-share listed manufacturing firms in China and 232 cities from 2011 to 2023, this paper empirically evaluates the impact of logistics standardization on the supply chain resilience in manufacturing firms by employing a staggered difference-in-differences model. This paper constructs a comprehensive evaluation index system for supply chain resilience from five dimensions: resistance capability, operational capability, renewal capability, recovery capability, and supply-demand matching capability. The results show that logistics standardization enhances the supply chain resilience in manufacturing firms. This conclusion remains valid after a series of robustness checks. Mechanism analysis further indicates that this positive impact mainly operates by reducing transaction costs, alleviating financing constraints, and facilitating firms’ market scale expansion. Heterogeneity analysis suggests that the policy effect varies with firms’ internal characteristics and regional development conditions. Specifically, the positive impact is more pronounced among firms with higher supply chain efficiency and mature firms, as well as in cities with better transportation infrastructure, central cities, larger-scale cities, and non-resource-based cities.

These conclusions provide specific directions for policy optimization. Based on the existing experience of pilot projects, logistics standardization should be extended to underdeveloped regions and key industries. Particular attention should be paid to the development of standardization in non-central cities, small and medium-sized cities, and cities with poor transportation infrastructure. An innovative coordination mechanism between standardization and finance should be established to leverage the reliable data generated by standardization to expand supply chain financial services and alleviate firms’ financing constraints. Moreover, continuous and optimized investment in logistics technology innovation and standards research is of vital importance. By playing a positive catalytic role in the standardization system and strengthening technical support, the resilience-enhancing dividends of standardization reform can be further amplified.
