信息消费何以赋能城市活力?

——基于需求侧和供给侧的双重视角

内容提要:中国正处于实施城市更新行动与践行人民城市理念的关键时期,信息消费作为重要的新兴消费领域,对满足多样化、高品质的消费需求,提升城市活力、人居品质发挥着重要的作用。本文以国家信息消费试点政策为准自然实验,选取相关统计数据与开源大数据,运用多期双重差分模型实证检验了信息消费赋能城市活力的影响效应。研究结果显示:(1)信息消费试点政策能够提高试点城市的活力水平。这一结论在替换被解释变量、克服内生性问题、排除异质性处理效应与控制国家智慧城市试点政策等一系列稳健性检验后依然成立。(2)信息消费试点政策主要从供需两端推动城市活力提升,需求侧提高消费需求效应,供给侧信息产业集聚、创新促进与信息基础设施建设是影响城市活力的重要途径。(3)信息消费试点政策的城市活力提升效应在行政等级更高、地理区位更具优势、城市规模更大以及经济发展水平更高的城市更为明显。(4)信息消费试点政策对城市活力的提高具有正向空间溢出效应。本文的研究结论为加速释放信息消费潜力,促进信息消费扩容提质,推动城市高质量发展和现代化建设提供了政策依据。

How does Information Consumption Empower Urban Vitality?

—Based on the Dual Perspective of Demand Side and Supply Side

Abstract: Information consumption is crucial for enhancing urban vitality and the standard of human settlements. This paper uses the national pilot program for information consumption as a quasi-natural experiment to examine the relationship between information consumption and urban vitality by combining statistical data and open source big data and employing a multi-period difference-in-differences (DID) model.

The findings are as follows. (1) Information consumption has the potential to enhance pilot cities’ vitality. (2) Urban vitality is primarily influenced by information consumption from both supply and demand sides. (3) Cities with higher administrative levels, better geographic locations, larger scales, and higher levels of economic growth exhibit a greater improvement in urban vitality due to information consumption. (4) The improvement of nearby cities’ vitality is impacted spatially by information consumption.

The marginal contributions are threefold. First, this paper expands and enriches the relevant literature on the analysis of the influencing factors of urban vitality in the Chinese context by focusing on the overall impact of information consumption pilot policies on urban vitality. Second, the nighttime light data and point-of-interest (POI) data, as replacement variables of urban vitality, are used to measure the vitality index during the day and at night, respectively. Third, it investigates the heterogeneity of the urban vitality effect of information consumption pilot cities by thoroughly analyzing the impact mechanism of the pilot policy from both supply and demand sides.

This paper offers implications from the following aspects. First, it should boost urban vitality through the system design and arrangements. Specifically, it is essential to further expand and enhance information consumption, augment the supply of high-quality information products and services, and strengthen inter-regional exchanges and cooperation in knowledge and technology. Second, it should optimize the multi-dimensional pathways of information consumption pilot policies to enhance urban vitality. Specific measures include four aspects: (1) strengthen the design of policies that facilitate the aggregation of the mobile Internet, mobile communication, and other information consumption industries; (2) establish and refine institutional frameworks that foster innovation in information products and content related to information consumption; (3) enhance income levels for urban and rural residents by improving preferential policies that promote consumption and employment, thereby increasing overall consumption capacity; and (4) accelerate the development of advanced information infrastructure. Third, it should promote the development of diverse and differentiated national information consumption pilot projects that are adapted to local conditions, while enhancing the effective allocation of policy resources for information consumption initiatives in cities located on the northwestern side of the Hu Huanyong Line, to elevate the levels of information technology and intelligence in the northwestern region and improve urban vitality.
