信息消费促进了经济高质量发展吗?——来自国家信息消费城市试点政策的经验证据

  内容提要:信息消费是中国创新最活跃、增长最迅速、辐射最广泛的新兴消费领域之一。本文以国家信息消费城市试点政策作为一项准自然实验,选取2010—2019年地级市面板数据,基于双重差分模型探讨信息消费对城市经济高质量发展的影响及传导机制。研究发现,信息消费城市试点政策通过就业效应、产业效应和创新效应,促进了城市的经济高质量发展;市场化程度、技术创新能力和基础设施等基础条件有利于提高信息消费对经济高质量发展的促进作用;此外,信息消费试点对经济高质量发展在大规模城市、东部区域和高行政级别城市中的影响更大。本文的研究结论为促进信息消费扩大内需,推动经济高质量发展提供了政策启示。

Does Information Consumption Promote High-quality Economic Development?

—Evidence from National Information Consumption City Pilot Policies

  Abstract: Fostering the new development paradigm with domestic circulation as the mainstay and the domestic and international circulations to promote each other is a strategic measure to realize economic growth from high speed to high quality. Expanding domestic demand is the strategic basis for fostering the new development paradigm, in which consumption plays an important role. With the continuous improvement of technological innovation capability, residents’ consumption concept and consumption demand are changing greatly, and the traditional consumption demand tends to be saturated. To stimulate effective demand, China launched the national information consumption city pilot policy in 2013. Taking this policy as a quasi-natural experiment, this paper explores the influence and transmission mechanism of information consumption on the high-quality development of urban economy based on the difference-in-differences (DID) method using the panel data of prefecture-level cities from 2010 to 2019 in China.

  The benchmark regression analysis shows that the policy can promote the high-quality economic development of pilots with a long-term effect. The conclusion remains valid after a series of robustness tests. The extension analysis shows that information consumption needs a suitable regional environment, and cities with higher levels of marketization, technological innovation capabilities and infrastructure are conducive to improving the influence of information consumption on high-quality economic development. The heterogeneity analysis shows that the impact of information consumption pilots on high-quality economic development is greater in large cities, eastern regions, and cities with a high administrative level. The findings provide policy enlightenment for promoting information consumption to expand domestic demand and promoting high-quality economic development.

  The marginal contribution mainly includes the following three aspects. First, this paper uses the DID method to evaluate the impact of information consumption on high-quality economic development, which avoids the difficulty of accurately measuring the variables of information consumption and alleviates the endogenous problems caused by method selection and measurement errors. Second, this paper studies the impact of the essential conditions of pilots on the effect of the policy on promoting high-quality development, and examines the conditions required for information consumption. It provides a reference for the application and review of information consumption demonstration projects in the later stage. Third, this paper discusses the transmission mechanism of information consumption promoting high-quality economic development, which reflects the function of expanding domestic demand to promote high-quality economic development. It has some practical significance for building a new development paradigm and promoting high-quality economic development.
