创新型城市试点、政府干预策略与经济高质量发展

内容提要：创新是驱动经济高质量发展的第一动力。本文基于创新型城市试点，爬取和手工整理北大法宝网、政府工作报告、上市公司年报和专利信息库，围绕政府干预策略分析创新驱动经济高质量发展的政策效果与内在机制。实证结果显示，创新型城市试点政策显著推动了经济高质量发展。在宏观层面，政府直接干预显著推动经济发展规模增长，却无益于经济高质量发展质量提升，政府间接干预则产生截然相反的作用。试点城市在财政分权水平、财政透明度、空间关联程度和施政周期上的区别是政府干预策略及其政策效果呈现显著差异的原因。微观层面的研究进一步证实政府干预能够通过刺激企业创新助推企业高质量发展。但不恰当的干预行为却会诱发“泡沫创新”。充分发挥城市优势，采取直接与间接干预相协调的政府干预策略是实现创新驱动经济高质量发展的关键。

Innovative City Pilots, Government Intervention Strategies and High-quality Economic Development

　　Abstract: Innovation is the primary driving force of high-quality economic development. Based on innovative city pilots, this paper crawls and hand-curates the data from pkulaw.com, government work reports, annual reports of listed companies, and the patent information database to identify policy effects and intrinsic mechanisms underlying the innovation-driven high-quality economic development based on government intervention strategies. The empirical results show that the pilot policies of innovative cities significantly promote high-quality economic development. At the macro level, direct government intervention significantly promotes the quantitative growth of high-quality economic development without contributing to its qualitative improvement, while indirect government intervention has the opposite effect. The level of fiscal decentralization, fiscal transparency, spatial correlation and governance cycle in the pilot cities are the reasons for the significant differences in government intervention strategies and policy effects. At the micro-level, it is further demonstrated that government intervention can promote high-quality development by stimulating enterprise innovation, while inappropriate interventions can induce innovation bubbles. Therefore, taking full advantage of cities and adopting a coordinated strategy of direct and indirect government interventions are the keys to achieving high-quality innovation-driven economic development.
