什么样的制度环境更利于数字经济产业发展?——基于多元制度逻辑的组态分析

内容提要：本文基于技术、市场和场景三个维度，将数字经济产业分为技术-市场驱动型、技术-场景驱动型和市场-场景驱动型三种类型，应用模糊集定性比较分析方法，研究能够引致不同类型数字经济产业高质量发展的有效制度路径。研究发现：（1）驱动各类型数字经济产业发展的主导逻辑呈现出多元化特征，政府逻辑、市场逻辑和混合逻辑并存；（2）三种类型数字经济产业发展所需的核心驱动因素各有侧重，技术-市场驱动型数字经济产业突出创新或法治环境作为增长主引擎的推动作用，技术-场景驱动型数字经济产业更多依靠基础设施与法治环境的双轮驱动，市场-场景驱动型数字经济产业的培育则需要更多关注创新与金融相关要素的有效供给；（3）偏激励型与均衡型政府规制模式更有利于数字经济产业的成长，强规制型监管易阻碍数字经济产业的发展。

What Kind of Institutional Environment is More Conducive to Development of
Digital Economy Industry?

—Configuration Analysis Based on Pluralistic Institutional Logic

　　Abstract: Based on the three dimensions of technology, market and scenario, this paper categorizes the digital economy industry into three types: technology-market-driven, technology-scenario-driven, and market-scenario-driven. Then, it employs the fuzzy-set qualitative comparative analysis (fsQCA) methods to investigate effective institutional paths that can lead to the high-quality development of digital economy industries. The findings are shown as follows. Firstly, the dominant logic driving the development of digital economy industries presents pluralistic characteristics, including government logic, market logic and mixed logic. Secondly, the core driving factors required for the development of the three types of digital economy industries have their own focus. Specifically, the technology-market-driven digital economy industry highlights the role of innovation or legal environment as the primary engine of growth, the technology-scenario-driven digital economy industry relies more on the two-wheel drive of infrastructure and legal environment, while cultivating the market-scenario-driven digital economy industry requires more attention to the effective supply of innovation and financial-related factors. Thirdly, the incentive and balanced government regulation mode is more conducive to the growth of the digital economy industry, while strong regulations tend to hinder the development of the digital economy industry.
