国家创新体系的数字化重构——新型举国体制驱动的机理与路径

内容提要:新型举国体制界定了国家创新体系的战略使命及其现实挑战,其通过战略驱动、市场驱动和制度驱动牵引国家创新体系重构升级。数字化重构能够变革创新效能生成机制,是国家创新体系变革的必然战略选择。通过对新型举国体制驱动国家创新体系数字化重构的机理与路径开展研究,本文发现数字化重构驱动新型举国体制与国家创新体系兼容适配,重塑国家创新体系的使命机制、协同机制和治理机制,提升国家创新体系的过程绩效。数字化重构赋能国家创新能力跃迁,推动数字创新机制演化升级,提升国家创新体系的结果绩效。以数字化重构加速凝聚创新战略的使命共识、放大国家创新体系的主体力量、驱动国家创新生态系统构建以及引领国家创新制度变革构成国家创新体系数字化重构的主要战略路径。本文通过探究新型举国体制、国家创新体系和数字化重构的协同演化逻辑,揭示数字化重构国家创新体系的动因、路径及其效能生成机制,为提升国家创新体系整体效能提供理论参考。

Digital Reconstruction of National Innovation System
—Mechanisms and Paths Driven by a New System for Mobilizing Resources Nationwide

  Abstract: In the digital age, a new system for mobilizing resources nationwide (hereinafter referred to as the new system) is the institutional foundation for modernizing the scientific and technological governance system and capabilities and becoming a leading country in science and technology. The national innovation system is a core system to support the implementation of the new system and a pivot for scientific and technological governance and the implementation of innovation strategies. Digital reconstruction is an essential choice for the change of the national innovation system, which can revolutionize the innovation efficiency generation mechanism. Therefore, improving the efficiency of the national innovation system becomes the key to breaking through the "low-end lock-in".

  Based on the theoretical paradigm of mission-oriented innovation, this paper aims to explore the mission-driven mechanism of the new system in reconstructing the national innovation system, reveal how digital reconstruction can reshape the efficiency of the national innovation system through process and outcome performances, and further indicate the strategic paths of digital reconstruction.

  The findings are as follows. First, the new system, embedded in the national innovation system, defines the missions of the innovation strategy through strategy-driven, market-driven, and system-driven mechanisms, serving as the fundamental driving force for digital reconstruction. Second, digital reconstruction plays an intermediary role between the new system and the national innovation system, facilitates the effective connection, and enhances the efficiency of innovation governance, synergy, and resource allocation. It significantly improves the process performance of the national innovation system. Third, “building mission consensusstrengthening scientific and technological strengthfostering ecosystemreforming the system” is a strategic path to promote the digital reconstruction of the national innovation system. It can effectively address the risks of direction failure, capability failure, structure failure, and system failure in the process.

  The marginal contributions of this paper are in the following aspects. On the one hand, it enriches the connotation of the new system, reveals the mission-driven mechanism in reconstructing the national innovation system, and clarifies the logic and paths of the digital reconstruction of the national innovation system. Moreover, it provides a new perspective for explaining the enhancement of the efficiency of the national innovation system. On the other hand, it offers references for improving the modernization of national scientific and technological governance capacity and promoting the transformation and upgrading of the national innovation system. In addition, it develops a roadmap for digital reconstruction, which provides a theoretical and practical solution for improving the efficiency of the national innovation system.
