国家信息消费试点政策何以驱动数字创业?

摘要:信息消费作为一种新型消费方式,对拉动居民消费和培育新质生产力发挥着越来越重要的作用。本文构建“信息消费政策—创业要素激活—数字创业涌现”的分析框架,并以国家信息消费试点政策作为准自然实验,从县域层面研究信息消费试点政策对数字创业的响效应和作用机制。研究结果表明,信息消费试点政策能够提高县域数字创业活跃度,并且信息消费试点政策对数字创业的正向影响呈现动态递增趋势。从数字创业的细分类型看,信息消费试点政策对数字产业化创业和产业数字化创业均有明显的驱动作用。机制研究发现,信息消费试点政策可以通过优化信息消费环境、刺激信息消费需求以及强化数字创新激励等机制驱动数字创业。异质性分析表明,信息消费试点政策对数字创业的激发作用在高政府数字关注度地区、高市场化程度地区和高城镇化水平地区更为明显。本文从数字创业角度揭示了信息消费试点政策对发展新动能的塑造作用,为理解数字新质生产力的驱动力量提供了新的视角。

How does the National Information Consumption Pilot Policy Drive Digital Entrepreneurship?

Abstract: Under the new development pattern, information consumption has emerged as a key engine driving consumption upgrading and fostering new quality productive forces (NQPFs). Meanwhile, digital entrepreneurship, as the core vehicle of digital economic development, plays a pivotal role in promoting digital industrialization and industrial digitalization, and shaping digital NQPFs. Against this backdrop, this paper explores the impact of the information consumption pilot (ICP) policy on digital entrepreneurship and its mechanisms, aiming to provide new insights into stimulating digital economic vitality.

Using China’s ICP policy as a quasi-natural experiment, this paper constructs an analytical framework of “information consumption policy-activation of entrepreneurial elements-emergence of digital entrepreneurship” based on Timmons’ entrepreneurial theory. Based on a multi-period difference-in-differences (DID) model, it empirically examines the policy effect using county-level data from 2007 to 2019. Digital entrepreneurship is categorized into digital industrialization entrepreneurship (focusing on core digital industries such as information technology services) and industrial digitalization entrepreneurship (integrating digital technologies with traditional industries), with robustness verified through parallel trend tests, placebo tests, PSM-DID, and exclusion of confounding policies.

The findings show that the ICP policy enhances county-level digital entrepreneurship activity, and this positive impact exhibits a dynamically increasing trend over time. The policy exerts a driving effect on both digital industrialization entrepreneurship and industrial digitalization entrepreneurship, indicating its comprehensive role in shaping the digital economic ecosystem. Three key mechanisms are identified: first, optimizing the information consumption environment through hardware support and software guarantees; second, stimulating information consumption demand by expanding consumer groups, enriching application scenarios, and meeting personalized and intelligent consumption needs; third, reinforcing digital innovation incentives to promote technological breakthroughs in frontier areas. Heterogeneity analysis reveals that the policy’s stimulating effect on digital entrepreneurship is more pronounced in regions with high government digital attention, high marketization levels, and high urbanization levels.

The theoretical contribution lies in advancing the application of Timmons’ entrepreneurial theory in the digital economy by linking the ICP policy to entrepreneurial elements. Empirically, this paper fills the gap of fine-grained analysis at the county level. Practically, it proposes policy recommendations, including strengthening the three core mechanisms, building a digital entrepreneurship ecosystem, and formulating differentiated policies for regions with different development levels, which are of great significance for promoting the high-quality development of the digital economy and nurturing NQPFs.
