自由贸易试验区联动发展对产业链韧性的影响研究

摘要：自由贸易试验区（简称自贸试验区）联动发展旨在打破单个自贸试验区制度创新影响力的有限性，实现更大地域内制度规则的联动与集成，对提升产业链韧性具有重要作用。本文使用2010—2023年262个地级及以上城市面板数据，研究了自贸试验区联动发展对产业链韧性的影响及其机制。研究发现，自贸试验区联动发展能够提升产业链韧性。机制分析结果显示，自贸试验区联动发展通过优化要素配置、促进内外贸一体化以及推动城市合作创新提升产业链韧性。异质性分析结果显示，自贸试验区联动发展对产业链韧性的提升作用在开放程度较高的地区、市场分割程度较低的地区以及服务业集聚水平较高的地区中更明显。本文的研究结论为中国深入实施自贸试验区提升战略、维护产业安全与经济稳定提供了政策启示。

Impact of Interconnected Development of Pilot Free Trade Zones on Industrial Chain Resilience

Abstract: The interconnected development of pilot free trade zones (PFTZs) aims to promote coordinated development between PFTZs and qualified regions. Its primary task is to replicate and promote the reform and innovation experience of PFTZs, which is of great significance for stimulating the spillover effects of institutional innovation in PFTZs. Industrial chain resilience is closely related to industrial security and the stable operation of the economy. Against the backdrop of complex and changing geopolitical conditions and rising trade protectionism, enhancing industrial chain resilience has become particularly important. Existing studies have paid insufficient attention to the relationship between the interconnected development of PFTZs and industrial chain resilience. Therefore, this paper uses panel data from prefecture-level cities in China from 2010 to 2023, adopts a multi-period difference-in-differences method, and treats the implementation of the policy of interconnected development zones of PFTZs as a quasi-natural experiment to investigate its impact on industrial chain resilience. The findings indicate that the interconnected development of PFTZs enhances industrial chain resilience. Mechanism tests show that the enhancement operates by optimizing factor allocation, promoting the integration of domestic and foreign trade, and fostering collaborative urban innovation. Heterogeneity analysis reveals that the positive impact is more pronounced in regions with greater openness, lower market segmentation, and higher service-industry agglomeration.

The marginal contributions of this paper are threefold. First, it supplements research on the influencing factors of industrial chain resilience. Through theoretical and empirical analyses, this paper expands the boundaries of research on the determinants of industrial chain resilience. Second, it enriches the literature on the economic effects of the interconnected development of PFTZs. Focusing on the policy of interconnected development zones of PFTZs, this paper provides empirical evidence for the policy effects of the interconnected development. Third, it clarifies the mechanisms through which the interconnected development of PFTZs affects industrial chain resilience, including factor allocation optimization, domestic and foreign trade integration, and collaborative urban innovation enhancement.

Based on theoretical and empirical analysis, this paper proposes the following policy recommendations: continuously promoting the construction of interconnected development zones of PFTZs and expanding both the coverage and effectiveness of the policy; focusing on key influence mechanisms and taking targeted measures to optimize the development ecosystem of industrial chains; guiding enterprises along industrial chains to actively participate in the construction of interconnected development zones so as to enhance the resilience of micro-level entities; and implementing differentiated strategies to improve policy precision according to local conditions.
