政府数字赋能与企业供应链关系稳定

摘要:政府部门是数字化建设的关键力量,在供应链安全稳定备受关注的背景下,推进数字政府建设、促进政府数据治理对探究供应链稳定的提升路径具有重要意义。本文聚焦政府数字赋能对企业供应链关系稳定性的影响,以2011—2022年沪深A股非金融类上市公司为样本,从各地级及以上市大数据管理局设立这一外部视角,研究政府数字赋能对企业供应链关系的影响。研究发现,政府大数据管理局的设立增强了企业供应链关系的稳定性。从作用机制来看,一方面,政府大数据管理局的设立推动了企业数字化转型,优化供应链信息环境,提供信息助力精准匹配业务伙伴,进而稳固供应链关系;另一方面,政府大数据管理局的设立通过优化地区营商环境,缓解企业融资约束,吸引专有性投资,强化企业供应链联系。异质性分析结果表明,“稳链”效果在数字经济类的大数据管理局、数实产业技术融合水平低的企业中更为突出。本文丰富了政府赋能企业供应链稳定的实证成果,明晰了作用路径与边界情景,这为数字政府建设、供应链稳定发展和相关政策制定提供了依据。

Government Digital Empowerment and the Stability of Enterprise Supply Chain Relationships

Abstract: Government departments are key players in digital transformation. Against the backdrop of growing attention to supply chain security and stability, promoting digital government construction and enhancing government data governance are of great significance for exploring pathways to improve supply chain stability. In this context, examining digital empowerment brought by the establishment of new government agencies is important for identifying effective approaches to boost supply chain resilience and stability.

This paper investigates the impact of government digital empowerment on the stability of firms’ supply chain relationships (SCRs), using the establishment of municipal-level big data administration bureaus (BDABs) across Chinese cities as the core explanatory variable. The research sample covers non-financial A-share listed companies in China from 2011 to 2022. Two key proxy variables—supply chain concentration and supply chain stability—are selected to measure the stability of SCRs. Empirical analysis confirms that BDAB establishment enhances the stability of firms’ SCRs. Two potential mechanisms are identified to explain this positive impact. First, BDAB establishment promotes firms’ digital transformation, providing access to high-quality data resources and facilitating the application of digital technologies in supply chain management. Second, BDABs play a crucial role in optimizing the regional business environment by streamlining administrative procedures, improving regulatory transparency, and strengthening intellectual property protection. Heterogeneity analysis further reveals that the supply chain stabilization effect varies across different types of BDABs and firms. Specifically, BDABs focusing on digital economic development and prioritizing data integration and sharing exhibit a more pronounced stabilization effect. Additionally, firms with lower levels of technological integration between digital and physical industries benefit more from BDAB establishment. Based on these findings, targeted policy recommendations are proposed: improving the institutional framework of BDABs to enhance their data governance capabilities and coordination efficiency; formulating differentiated digital transformation support policies tailored to firms in different industries and development stages; further optimizing the regional business environment to reduce institutional transaction costs; and encouraging local governments to flexibly exert BDAB functions in line with local industrial realities and development needs.

By enriching empirical evidence on government empowerment for supply chain stability, this paper clarifies the specific mechanisms and boundary conditions through which government digital empowerment affects supply chain stability. It provides valuable theoretical and practical insights for digital government construction, stable supply chain development, and the formulation of relevant industrial and economic policies, thereby making important contributions to the existing literature.
