数字产业集聚如何促进传统企业数字创新？

摘要：数字产业化与产业数字化是推进数字中国建设的关键。本文选取2011—2023年中国企业层面数据，聚焦数字创新视角，解析数字产业集聚作为数字产业化的高级形态，能否以及如何推进产业数字化。研究发现，数字产业集聚可增加传统企业跨界数字创新的专利数量。机制分析表明，数字产业集聚通过三条路径赋能传统企业跨界数字创新：一是直接增加数字资产投资，并强化数据要素利用能力；二是依托产业间关联，促进知识溢出效应的发挥；三是借助平台经济的链接作用，推动企业间协作向网络化模式演进。同时，“有为政府”和“有效市场”能起到“放大镜”的作用，增强数字产业集聚对传统企业跨界数字创新的正向影响。进一步研究发现，相较于纯数字技术创新，数字产业集聚对融合专利数量的促进作用更加突出，且该效应在长期内依旧存在。就创新质量而言，数字产业集聚却表现出明显的抑制作用。本文的研究不仅加深了对数字产业化驱动产业数字化内在机制的理解，也为传统企业跨界数字创新的实践提供了有益指导。

How Does Digital Industry Agglomeration Promote Digital Innovation of Traditional Enterprises?

Abstract: Against the backdrop of the deep integration of the real economy and the digital economy, traditional enterprises are focusing on advancing cross-sector digital innovation, leveraging digital technologies to systematically restructure every aspect of production and operations. Given that industrial digitalization and digital industrialization are key to building a digital China and represent two crucial drivers of digital economy development, digital industry agglomeration can inject new vitality into cross-sector digital innovation in traditional enterprises. However, few studies have revealed and tested the specific paths and transmission mechanisms through which digital industrialization affects industrial digitalization. Therefore, using firm-level data in China from 2011 to 2023 and adopting a micro-perspective focused on cross-sector digital innovation among traditional enterprises, this paper examines whether and how digital industry agglomeration, as an advanced form of digital industrialization, enhances industrial digitalization.

The results show that digital industry agglomeration can promote cross-sector digital innovation among traditional enterprises. Mechanism analysis shows that the promoting effect operates through the following three paths: (1) a direct channel, which increases enterprises’ digital asset investment and strengthens their capability to utilize data as a factor of production; (2) an industrial linkage path, which leverages the input-output relationship between digital and traditional industries to fully release the knowledge spillover effects of digital industry agglomeration; and (3) a networked collaboration mechanism, which promotes the collaboration between enterprises toward open and networked modes with the help of the linking and empowering effects of the platform economy. At the same time, a well-functioning government and an efficient market can enhance the positive impact of digital industry agglomeration on cross-sector digital innovation of traditional enterprises. Further analysis shows the heterogeneous impact at the enterprise and city levels. Specifically, compared with pure digital technology innovation, digital industry agglomeration can more significantly increase the number of integrated patents in traditional enterprises, and this effect persists in the long run. However, digital industry agglomeration exerts an inhibitory effect on innovation quality.

From the perspective of cross-sector digital innovation, this paper analyzes the mechanisms through which digital industry agglomeration empowers the digital transformation of traditional enterprises, providing a new theoretical perspective for understanding how digital industrialization affects industrial digitalization. The conclusions also offer useful guidance for traditional enterprises’ cross-sector digital innovation. With their existing production technology, traditional enterprises should actively absorb relevant knowledge from digital industrial agglomeration and accelerate their own digital transformation through pairwise combinations.
